Warning! It is not free. I live in the area. It is the so-called blue zone in Plovdiv. You have to send an SMS to a number every hour, and they charge it to your phone bill. It only works with a Bulgarian number. The police received new equipment and vehicles from the EU a few weeks ago and check every day; they tow vehicles away or impose heavy fines.
Parking close to the center and accessible for large vehicles, with parallel parking spaces.
