This is free daytime parking beside the fortress, around 500 MTS from Skopje’s bazaar and old centre. It can fill with buses and cars later in the day, and parking enforcement may check payment by SMS. Overnight stays are forbidden, and a recent report describes a wheel lock after parking without payment.

We parked early on Sunday; it was empty and free. We asked a police officer and there was no problem. It is only 500 metres from the souk and the centre, so it is perfect. When we returned, it was full of buses and cars.
There are two guys in a white scooter checking whether you're paying by SMS. Fortress was about to close, we were there for 5min to come back to a locked wheel.Despite trying to reason with them that we didn't have SMS or data to pay for the 5min parking, they were very unhelpful and started being aggressive and dismissive. They didn't have ID on them. They unlocked us after paying 990MKD by card
Not safe at all, theft occurs.
Great spot to park if you want to visit Skopje. 5 min and you are in the old town. We felt very safe parking there (we have parked there twice, while visiting the city). On sundays it’s free. The other days you can park max 4h and pay for example online using an QR code that is printed on the signs there…
Dark place, not safe at all; theft is very likely to occur! Avoid it at all costs.
